Minister Inkosi Buthelezi to launch the Policy on the Prevention and
Elimination of Harassment and Violence in the Public Service
Public Service and Administration Minister, Inkosi Mzamo Buthelezi, will officially
launch the Policy on the Prevention and Elimination of Harassment and Violence in
the Public Service World of Work, on 3 December 2024, at the East London
Convention centre, in the Eastern Cape Province.
The Policy responds to the high levels of mental health and human rights issues that
are directly attributable to the prevalence of harassment in the world of work. It is
informed by the Labour Relations Act, the Employment Equity Act and international
conventions, such as the International Labour Organization Convention No. 190
(C190).
The revised Policy now includes a broadened definition of the “workplace” to the “world
of work”, which is not limited to premises, but covers all instances where employees
might be on official duty. Moreover, the Policy defines different types and has 11
procedures for standardisation. It emphasises confidentiality, encourages the
establishment of anti-harassment committees, and zero tolerance for non-action by
supervisors and responsible parties.
The launch will be hosted by the DPSA Minister, Inkosi Mzamo Buthelezi, with support
from the Office of the Premier in the Eastern Cape Province, with the active
participation of key stakeholders, including the National Department of Employment & Labour, Global Affairs Canada (GAC), Cowater International and the International
Labour Organization (ILO.
